Americans use the shower much more than the tub. And of all the water wasters in the house, the shower is among the hardest to tame, because people go to extraordinary lengths to protect it.  One way to minimize water use is to change people’s behavior, often by the force of regulation. Some big cities are considering banning particularly profligate showers, and several cities are moving to mandate more-efficient shower heads.”
